Bluewaters is small and dense in the best way. The whole island sits under Ain Dubai, the giant observation wheel, and the restaurants ring a promenade you can actually walk end to end in a few minutes. Park once and walk. The island has covered parking and a single loop of promenade, so you can hold a table at one end and drinks at the other on foot. The waterfront tables look back at the marina skyline and Ain Dubai, and they're the ones worth requesting.
Weekends and the cooler evenings are busy, particularly the higher-end rooms, so book Thursday to Saturday. Midweek is calmer and a good time to walk in for the casual Japanese and Italian spots.
